ETHIOPIA - POLAND
A History of Bilateral Relations

 The Embassy of Poland in Addis Ababa, with the help of Ethiopia's Honorary Consul in Poland, has published a study on the history of the Ethio-Polish relations starting with the first contact made in the 17th century and up to 2010. The study covers the most important events in the history of the two countries and the interconnected political, trade and cultural  relations including the history of the Polish Embassy in Addis Ababa. The background and the activities of some Poles living in Ethiopia have been presented as well. The study has been concluded with the listing of the Polish economic, scientific and cultural activities in Ethiopia as well as the development cooperation projects of the two countries.
It is a first publication of this kind issued by the Embassy of Poland in Addis Ababa. It aimed at enhancing visibility of the Polish presidency of the EU in Ethiopia as well as at boosting the interest of Ethiopians in the Ethio-Polish relations seen also as a part of actions of the whole European Union.
The motto of the Polish diplomacy is "To serve Poland, to build Europe, to understand the world". This phrase should be interpreted in the context of the importance of the Solidarity idea for the Polish national identity and foreign policy, as on that very idea the attitude of the Poles towards Ethiopia and Ethiopians and the axiology of our bilateral realations is based. Polish interest in Ethiopia since its beginnings had no practical aspects as Poland never had any articulated colonial ambitions. The Ethio-Polish friendship has been born out of the historically friendly relations and international solidarity. Today, they form a basis for a cooperation aimed at attaining security, democracy and development in the world. The Ethio-Polish close relations are based not only on the Polish presence in Ethiopia but also on a complex geopolitical and cultural context which provides a basis for the motivation of the Poles bound to Ethiopia.

The year
of Maria Skłodowska-Curie

 

A "Maria Skłodowska-Curie in Addis Ababa" conference, organised by the Embassy of Poland in Addis Ababa, the Russian Cultural Institute and the Physics Department of the Addis Ababa University,  took place on 7 December 2011.
The inspiration was the 100th anniversary of the second Nobel award of Maria Skłodowska-Curie.
The conference was open by the Director of the Russian Cultural Institute Mr Vyacheslav Konnik and the First Counsellor of the Polish Embassy Mr Piotr Adamiuk. In the first part, concerning the biography of the Polish Nobel laureate, a paper by Professor Tilahun Tesfaye from the Physics Department of the AA University was presented. Professor Vadim Malnev from the same Department talked about the output and achievements of Maria Skłodowska-Curie and their significance for the development of science, including the nuclear chemistry, radiochemistry and radiation chemistry. The professor presented also the history of the inventions based on the discoveries of the Polish Nobel winner and their significance for the modern medicine. The conference has been concluded with the screening of the movie on the life and work of Maria Skłodowska-Curie.

On 20 July, 2011 United Nations have announced famine in the Horn of Africa is the most serious for years, resulting from a prolonged drought and high food prices in the region. The gravest consequences have hit Somalia where tens of thousands of people, mainly children, have died from acute malnutrition in the recent months. The high levels of malnutrition prevail also in Ethiopia, Kenya and Djibouti, particularly in the areas of influx of the Somali refugees.
The Polish presidency is fully aware of the crisis as it is one of the main topics at the EU forum in the recent weeks. On 13-14 July, 2011 the issue was discussed at the informal Development Council of the EU in Sopot, Poland.  On Monday, 18 July, Polish presidency summoned an extraordinary meeting of the Council Working Group on the Humanitarian and Food Assistance (COHAFA) in Brussels, where the representatives of the biggest humanitarian agencies and organisations (UNHCR, UNICEF, ICRC, MSF, Oxfam) appealed to the European Commission and 27 EU Member States for support for the victims of the Horn of Africa crisis.
During the ECOSOC meeting on 20 July in Geneva, the Polish Deputy Minister of Foreign Affairs, Mr Krzysztof Stanowski and UN Deputy Secretary General Valeria Amos held a press conference on the food emergency situation in Somalia, Ethiopia, Kenia and Djibouti.
International community has been predicting the crisis in the region and was prepared for a possibly quick reaction. A consolidated humanitarian appeal for the Horn of Africa has been launched by the UN in November 2010. It assessed the needs to be as high as 1,2 billion USD and declared that the humanitarian agencies were ready to run specific aid programmes responding to those needs. Currently the appeal has been covered in 40% and further pledges are urgently necessary.
On 22-23 July Minister Stanowski and EU Commissioner for Humanitarian Assistance Kristalina Georgieva will visit Kenya and make an field assessment of the needs in the Dadaab refugee camp located near the Somalian border and catering for 4 times more refugees than it was originally intended to.
The Ministry of Foreign Affairs of Poland  is cooperating closely with Polish Humanitarian Action, an NGO that declared to provide a direct assistance in the Horn of Africa. The MFA will support the NGOs and international humanitarian institutions that are active in the region. Particular decisions on the amount and form of assistance will be taken after the Minister's return from Kenya and based on the conclusion from the visit.

On May 14, under the auspices of the Embassy of the RP in Addis Ababa began European Film Festival 2011. The Embassy of Poland presented the film "ESSENTIAL KILLING" by Jerzy Skolimowski. The film is full of symbolisms, almost without dialogues. It tells the story of Afghan fugitive, who, after capture by the Americans is transported to the secret place of detention to Europe. When the vehicle is riding in crushes, he find himself suddenly free and on the run in the snow-blanketed forest, a world away from the desert home he knew. Relentlessly pursued by  an army that doesn't officially exist. Mohammed (Vincent Gallo) must confront the necessity to kill in order to survive. The movie was awarded at the International Film Festival in Venice.

Twenty movies will be shown in the cinemas of the French, German, Italian and Russian institutes in Addis Ababa. Movies come from EU countries-among them were such films as: "The Candidate" (Denmark), "Grapes" (Czech Republic), "Jalla! Jalla!" (Sweden), "Cherry Blossoms" (Germany), "Mad love" (Spain), "The Last Flight" (France).

Constitution of May 3, 1791

 The Polish Constitution of May 3, 1791 is generally regarded as Europe's first and the world's second modern codified national constitution, following the 1788 ratification of the United States Constitution. King Stanisław August Poniatowski described the May 3 Constitution, as "founded principally on those of England and the United States of America, but avoiding the faults and errors of both, and adapted as much as possible to the local and particular circumstances of the country." The Constitution comprised 11 articles. It introduced the principle of popular sovereignty (applied to the nobility and townspeople) and a separation of powers into legislative (a bicameral Sejm), executive ("the King in his council") and judicial branches. May 3 was restored as an official Polish holiday in 1990. May 3 is declared as well a Lithuanian national holiday.




Prof. Richard Panhurst commemorates the great scientist and friend of Ethiopia

 Professor Stanisław Chojnacki was born in Riga, Latvia, on 21st October 1915. He graduated from Warsaw University. After WWII he had been working for four years in Rome. In January 1950 he moved to Canada. In September 1950 Dr. Lucien Matte, a French Jesuit priest, offered him a post of librarian at University College in Addis Ababa. The years spent there resulted in professor's affection to this work and people.
Haile Sellassie I University (HSIU), nowadays Addis Ababa University (AAU), was founded in 1961 to replace UCAA. The same year, the Institute of Ethiopian Studies was founded and prof. Chojnacki became the first librarian, director of the Museum. He was the coeditor of the "Journal of Ethiopian Studies" (JES), as well as of the first volume of the "Dictionary of Ethiopian Biography" (1975).
Professor Chojnacki was a close friend of the Emperor Haile Selassie. After having spent 25 years in Ethiopia, he was considered as an active member of the Polish community in Ethiopia.
This year, , the local newspaper CAPITAL, in its edition of 6th March, published a large article about Stanisław Chojnacki - a teacher and friend of Ethiopian people.
